Personal licence - new application
A personal licence is an individual licence specific to you. It allows you to serve alcohol at premises licensed for the sale of alcohol. You can apply for a personal licence using the online form at the bottom of this page. To be eligible you must:
- be aged 18 or over
- live in the Borough of Broxbourne
- hold an accredited personal licensing level qualification
- provide a certificate from the Disclosure and Barring Service (DBS) - this must be recent because the licence must be issued within four weeks of the DBS being issued
If you change your name or address after your licence has been issued you must notify the Council within five days (as regulated by the Licensing Act 2003) so your records can be updated. If you move your personal licence will be valid across the country although it will remain linked to the Borough of Broxbourne. Your licence will remain active indefinitely unless it is suspended or revoked.
If you receive a criminal record you must notify the Council immediately.

The fee for a new personal licence is:

You will also have to pay for the DBS certificate.
Apply
As part of your application you will need to upload:
- proof of your right to work in the UK such as a UK passport; or a passport or national identity card from a European Economic Area country or Switzerland; or a Registration Certificate or Document Certifying Permanent Residence issued by the Home Office

one (1) passport-sized photograph endorsed as a true likeness by a solicitor, notary, a person of standing in the community or any individual with a professional qualification - upload both the photograph and the written endorsement (Please note: the endorsement should be written as ‘I certify this is a true likeness of...' The endorser must sign, date and print their name, and state their professional qualification.)
- Level 2 licensing qualification
- the DBS certificate, or a criminal record certificate, or a criminal conviction certificate
- an upload of your signature with the date
