The Council is consulting with members of the public on proposals for two new byelaws.
Broxbourne Borough Council, with consent from the Secretary of State, proposes to create new byelaws for Pleasure Grounds, Public Walks and Open Spaces under section 164 of the Public Health Act 1875 and sections 12 and 15 of the Open Spaces Act 1906 and new byelaws for Good Rule and Government, under section 235 of the Local Government Act 1972.
Byelaws are local laws designed to deal with local issues, their introduction is proposed to help safeguard local areas, residents and businesses.
For the proposed Pleasure Grounds, Public Walks and Open Spaces byelaws, matters covered include protection of the local area, its wildlife and the public; horses cycles and vehicles; play areas, games and sports; waterways; model aircraft; other regulated activities; and additional matters of local interest.
The proposed Good Rule and Government byelaws cover, but are not limited to, riding on road margins and verges; vehicles on road margins verges and footways; camping and unauthorised residence; skateboard and cycling; fairground attractions causing obstruction to traffic; dangerous games near highways; intoxicating liquor; excessive noise; touting; urinating in public; spitting; interference with lifesaving equipment; and other types of anti-social behaviour.
