Renew operator

Any person who operates a private hire service must apply to the Council for a Private Hire Operator Licence. A private hire vehicle may only be despatched to a customer by a private hire operator who holds a private hire operator licence.

A private hire operator must ensure vehicles have a current private hire vehicle licence and are driven by a person with a current private hire driver licence. All three licences (private hire operator, private hire vehicle and private hire driver) must be issued by the same licensing authority.

All applicants will be checked to ensure that they are a fit and proper person to hold a private hire operator’s licence. The applicant is required to provide proof of planning permission for the address (if required), and proof of a radio transmission licence (and planning permission for any aerial) if such radios are used by the operator. 

The operator’s premises must be in the Borough of Broxbourne. The operator may only use drivers and vehicles that are licensed by the Borough of Broxbourne. 

All operators’ premises, to which the public have access, must be covered by public liability insurance to cover all risks. It is the operator’s responsibility to ensure all health and safety legislation is complied with inside their licensed premises.

Private hire operator's conditions

In order to apply for a renewal of your operator’s licence, please provide:

  • Completed application form - £220. Print, sign and submit the form to taxi@broxbourne.gov.uk
  • Basic Disclosure and Barring Service (DBS) certificate dated within the last three months for each applicant, unless the applicant is already a Broxbourne licensed driver that holds an enhanced DBS certificate
  • Proof of right to work in the UK (if not provided previously)
  • Safeguarding/disability training pass certificate - £40. If you have already completed the course as a driver or operator, you do not need to complete again until six years have lapsed from the pass date. When you book, please email taxi@broxbourne.gov.uk to acquire the password
