Exemptions from Permitted Development Rights
An ‘Article 4’ direction restricts the scope of Permitted Development Rights in relation to:
- a particular area or site
- a particular type of development
Where such a direction is in effect, a planning application may be required for development that would otherwise have been permitted development.
Modified Directions
Development consisting of a change of use of a building and any land within its curtilage from a use falling within Class E (commercial, business and service) of Schedule 2 to the Town and Country Planning (Use Classes) Order 1987 to a use falling within Class C3 (dwellinghouses) of Schedule 1 of that Order.

Development consisting of demolition of a detached building which was in use as an office, research and development or light industrial use, or any combination of these uses, on 12 March 2020, and its replacement with a purpose built detached block of flats or a purpose built detached dwellinghouse.
