What to do if your appeal is rejected
If your appeal is rejected the Council will apply a 50% reduction to the penalty charge for a further 14 days. You can pay the penalty charge within the time specified in your rejection letter, or wait for the Council to send a letter called a ‘Notice to Owner’ to the registered keeper
The penalty charge you will have to pay without the discount will usually be either:
- £50
- £70
What is a Notice to Owner?
A Notice to Owner or NtO is a letter the Council will send to the registered keeper of the vehicle if:
- your appeal is rejected and the penalty charge remains unpaid
- the Council has not received payment or any contact with you within 28 days of issuing the PCN
It is important not to ignore the NtO because the registered keeper is legally responsible for any penalty charges.
The NtO gives you the opportunity to challenge the PCN formally, and explains how to do so. This is called making a formal representation. You will have 28 days from the date the NtO was issued to do this.
