Apply for a catering vehicle licence (public highway)

Food can only be sold on the public highway in areas designated as 'consent streets' and you will need a licence to do so. All other roads are 'prohibited streets' and it is an offence to trade in them. Catering vehicles can include a:

  • stationary van
  • cart
  • barrow or other vehicle
  • portable stall

Licences run until 31 March each year, after which they will need to be renewed. The fee for a 12 month licence is £633.

The licence cannot be granted to anyone under the age of 17 years. It is personal to the applicant and cannot be transferred to another person.

The Council will carry out any necessary checks before granting the licence.

If granted a licence to trade, please note that the requirement for insurance liability cover will be as follows:

  • A minimum limit of indemnity of £5m for Public and Product Liability insurance
  • Where applicable, a minimum limit of indemnity of £10m for Employers’ Liability insurance if the site is to be operated other than solely by the applicant
