What works are taking place in the town centre?
Ongoing redevelopment works are taking place to modernise the town centre. Upon completion the centre will have new paving to complement that of Queen Eleanor Square, new street furniture (lighting and seating), sustainable drainage system and landscaping, as well as new paths for cyclists, pedestrians and vehicles.
When will this work complete?
The works are expected to complete by autumn 2025.
How is this project being funded?
Broxbourne Borough Council was successful in its application for Government Funding to help cover majority of the cost for the Town Centre Regeneration Project.
How will construction activity impact the town centre?
During the works all efforts will be made to minimise disruption. However, construction equipment such as diggers, forklifts and drilling instruments will be in use in the town centre, and as a result industrial noise and visible construction activity is to be expected.
Work areas will be secured with fencing, and while this will temporarily limit space in the high street, alternative access paths will still be available for public use.
Access to all businesses will be maintained at all times.
Does this mean that paving by shop fronts will not correspond to the new paving being put in?
Paving outside shops will also be upgraded to match the rest of the town centre. Once phased work completes along the main access areas, work in front of the shops along the high street can then start. Where possible, this work will be carried out after operational hours to avoid causing business disruptions.
During what days and times will there be construction activity from this project?
Work will normally take place from Monday to Friday, 8am to 6pm (occasionally 7am to 10pm).
Work outside of these hours will only be undertaken where necessary to reduce disruption.
Will the High Street have to close at any point to facilitate the redevelopment works?
There are no plans for full closures of the High Street to facilitate the town centre regeneration works.
In the unlikely case of a full closure of the High Street, advance warning would be issued to businesses and members of the public.
Where have the Wednesday and Friday markets relocated to?
The markets have temporarily relocated to the southern end of the High Street, starting from Queen Eleanor Square, along the adjoining service road leading towards Lidl.
The Waltham Cross High Street Car park has been closed, why was this necessary?
To fulfil the redevelopment works, the contractor needs space to store work vehicles and equipment as well as office space for workers and management to help ensure a smooth running of day-to-day operations from a nearby location.
The Waltham Cross High Street Car Park was the best logistical option and most financially viable solution.
Now that the Waltham Cross High Street Car Park is closed where can I park?
Alternative car parking spaces are available nearby at the Eleanor Cross Car Park, and the Pavilions Car Park. Disabled parking bays are also available in both of these car parks. In addition, there are on-street disabled parking bays available in the southern end of the high street.

With the underpass in the northern end of the High Street being permanently closed off, how are pedestrians going to access the opposite side of Monarchs Way from the town centre?
Two new pedestrian crossings managed by pelican traffic light crossings are being built on Monarchs Way. This addition will make it easier and quicker for the public to cross Monarchs Way to and from the town centre. The new crossings will also promote greater security for anyone needing to access the town centre in the evening.
Will the new pedestrian crossings and pelican crossings at Monarchs Way cause further traffic in the area?
Prior to the start of the works, traffic modelling was carried out to ascertain if the implementation of the two new crossings and traffic lights would work smoothly. There was no evidence to suggest that the new layout will adversely affect the area. Upon completion of the works, there will be a monitoring and review period to help ensure that everything is working according to plan.
What type of road is being built through the town centre?
Vehicle access will be created from Park Lane through to Monarchs Way. In addition, access will be opened from Eleanor Cross Road through the High Street which will operate on restricted hours.
What will be the operating hours of the new one-way road?
The road from Park Lane through to Monarchs way will be open 24 hours a day other than on market days.
The vehicle access from Eleanor Cross Road through the High Street will be open from 7pm-7am.
Will the new vehicle access routes cause traffic?
Extensive traffic modelling has been carried out to assess the suitability of the one-way system. There is no evidence to suggest that the new vehicle access route will have a negative impact on the area.
Upon completion of the project, a monitoring period will be observed to ensure that implementations have gone according to plan.
Why was the decision taken to create a vehicle access road through the town centre?
The Regeneration project not only aims to improve the look and feel of the town centre, but also aims to improve the vibrancy and economic environment during the day and night. At present, nightlife in the town centre is non-existent owing to poor accessibility and bad perception of safety during late hours.
The through road will help to address these issues and will make Waltham Cross a more diverse and enjoyable business hub for the local community and visitors to enjoy.
